The above statements from DH remain true. The freedom of "all men" includes Catholics too, thus the problem is simply the indifference to the true religion by elevating all others as its equal in religious liberty.
My argumentative days are behind me, but suffice it to say that if Congar can call DH an anti-syllabus, and Cardinal Villot can travel the world as Secretary of State, laicizing the remaining confessional states to bring them into line with the new doctrine of DH, it certainly suggests that traditional Catholic doctrine regarding the “moral duties of men and societies toward the true religion” has not survived unscathed.

The real fundamental principle that should govern relations between the Church and state, is the fact that the Church is a supernatural society which has the mission of giving glory to God and procuring the salvation of souls; while civil society owes to the Church its support and protection in carrying out its mission; as well as its official recognition as the one true Church. Civil society composed of men, cannot be neutral as regards to God and its duties towards God and His Church. It was the Liberal Catholics, specifically Montalembert who coined the phrase: "A free Church in a free state" i.e. the idea that the Church should be independent and separated from one another.
